SDVOSB vs 8(a) vs HUBZone
Three of the most common federal small-business programs - what each one is, who qualifies, and why it matters when you're buying from or selling as a diverse supplier.
The Short Answer
SDVOSB, 8(a), and HUBZone are all U.S. Small Business Administration (SBA) programs that qualify a small business for federal set-aside and sole-source contracts. They exist to direct spend to specific groups of small and disadvantaged businesses - and each targets a different group.
This is a plain-English overview for procurement teams and resellers. Program rules change; always confirm current eligibility and thresholds at SBA.gov.
The Three Programs
SDVOSB
Service-Disabled Veteran-Owned Small Business. Owned and controlled at least 51% by one or more service-disabled veterans. Eligible for SDVOSB set-aside and sole-source contracts.
8(a)
A Business Development program for firms owned by socially and economically disadvantaged individuals. Runs up to nine years and includes mentoring plus set-aside and sole-source access.
HUBZone
Historically Underutilized Business Zone. The firm's principal office sits in a designated HUBZone and it employs residents of such zones. Includes set-asides and a price-evaluation preference.
Key Points
- All three are SBA programs enabling federal set-aside / sole-source contracting.
- Each targets a different group: service-disabled veterans, disadvantaged owners, and firms in underutilized areas.
- A single firm can hold more than one certification if it meets each program's criteria.
- Certification and eligibility are verified through SBA and SAM.gov; rules and thresholds change over time.
- These differ from private-sector diversity certifications like MBE, WBE, and VOSB, though a firm may hold several.
Why It Matters in Procurement
Public buyers carry goals to direct spend to small and disadvantaged businesses, and many contracts are set aside specifically for SDVOSB, 8(a), or HUBZone firms. For buyers, that means tracking which suppliers hold which certifications - and keeping that data current - is essential for meeting diversity-spend goals and staying audit-ready. For diversity resellers, these certifications are what open the door to set-aside opportunities in the first place.
